The Virginia Career Education Foundation (VCEF) was built with the kind of governing foundation to assist agencies, communities, industry and education stakeholders and be a contributing member of Virginia’s economic ecosystem. VCEF's has the organization structure, program relevance, and the building blocks necessary to become an NGO fiscal agent for large and small workforce solutions sponsored through federal, state, local, foundation, corporate or from revenue/asset opportunities developed internal to VCEF and the governing bodies of the Council Exchange Board of Trade.
VCEF was recognized by the federal government on research connecting data science to outcomes. VCEF is ready to leverage change and build on industry access to industry curriculum content, learning delivery methodologies, new certifications, new methods for teacher professional development, and program implementation for grant/contract management.

Brenda Steppe Cureton, MPA is President of the Virginia Career Education Foundation and is leading the team of University, Industry and Government Data Scientist, Privacy and Enterprise Specialist engaged in developing an Internal Review Board for submission to the U.S. Department of Health and Human Services.
Established in 2002 by Governor Mark Warner, the Virginia Career Education Foundation (VCEF, the "Virginia Career") is a research division of the Council Exchange Board of Trade, Looking Forward Research & Development. Virginia Career works to increase the number of qualified applicants available to fill technical positions throughout the Commonwealth of Virginia.

Career and Technical Education links education to viable jobs and career readiness. Every day in Virginia students earn viable workforce certifications that position them to be gainfully employed or better prepared to continue their education with more knowledge of the world of work. The Virginia Career Education Foundation is organized and operates to promote, aid, encourage and connect School Administrators, Teachers, Students, Parents, in cooperation with Government and Employers, the advancement of Career and Technical Education programs in the Commonwealth of Virginia.

Virginia Career will engage government, educators, local leaders, advocates, communities, students, parents and industry stakeholders into collaborative discussions to help strengthen educational pathways to the 21st Century Workforce.
The VCEF Statewide Advisory Council members are appointed by the Board Chair. (See chart below)
Encouraging High CTE Academic Standards
It is not enough just to get a CTE credential of certification. Virginia Career is mission driven to promote CTE course offerings in Virginia that are viable, create job ready credentials or certifications, and promote and encourage high standards and strong academic achievement by students. VCEF is an intermediator formed to be Virginia's connection between education, government and industry as it relates to workforce training standards, systems and education relevance.
The Council Exchange Board of Trade (CEBOT) reserves the right to refuse/cancel a membership in the CEBOT. If CEBOT refuses a new or renewing membership, registrants will be offered a refund. During the renewal process each year, members must attest to continued eligibility for membership based on the criteria set forth in their respective membership category. Regular auditing of membership records may be conducted.
Membership Cancellation by Participant Membership cancellations received within 30 days of registration are eligible to receive a full refund. Cancellations received after the stated deadline will not be eligible for a refund.
Cancellations will be accepted via phone or e-mail, and must be received by the stated cancellation deadline. In addition: • All refund requests must be made by the member or credit card holder. • Refund requests must include the name of the member and/or transaction number. • Refunds will be credited back to the original credit card used for payment. • All benefits and incentives received by the participant must be cancelled/returned to the CEBOT.
